ARC is part of Kentucky’s “Recovery Kentucky” initiative designed to help Kentuckians recover from substance abuse and rebuild their lives.

In January of 2005, the governor’s office unveiled Recovery Kentucky, an initiative to help Kentuckians recover from substance abuse, which often leads to chronic homelessness.

Kentucky GraphicRecovery Kentucky is a joint effort by the Department for Local Government (DLG), the Department of Corrections and Kentucky Housing Corporation (KHC). These agencies have developed a financial plan that provides construction and operational financing, including Low Income Housing Tax Credits (Housing Credits) from KHC. Operational funding includes DLG’s Community Development Block Grant (CDBG) program and funding from the Department of Corrections. Major sources of development funds for the construction of ARC were provided by KHC, the City of Campbellsville, the Federal Home Loan Bank of Cincinnati, Community Trust Bank and Marian Development Group. Major sources of operating funds for ARC are the Kentucky Department for Local Government, Kentucky Department of Corrections, Kentucky Housing Corporation’s Project Based Section 8 Program and the City of Campbellsville.
